Disclose Javad Safaei’s Whereabouts and Release Him Immediately

To the Head of Iran’s Judiciary, the Tehran Prosecutor, the Ministry of Intelligence, and the State Prisons Organization:

We, the undersigned, urge you to end the uncertainty about Javad Safaei, a 25-year-old Iranian singer, rapper, and artist. Authorities should reveal where he is and how he is doing. If he is being held for his peaceful artistic work, he should be released at once and without conditions.

Published reports say that all contact with Javad stopped on Wednesday, July 22, 2026 (31 Tir 1405 in the Iranian calendar). By August 3, 2026, at least twelve days later, there was still no official or reliable information about where he is, his health, or his safety.

Before losing contact, Javad reportedly told someone close to him that he got a call from a hidden number shown as “No Caller ID.” The caller told him to bring his mobile phone, hand it over, and go to an address on Hirmand Street in Tehran.

The caller reportedly said the summons was about “Vatan” (“Homeland”), a song Javad released in Bahman 1404 (January–February 2026). The caller described the song as “political” and warned Javad that he would be arrested if he did not go to the given address.

Before leaving home, Javad told someone close to him about the anonymous call, the demand for his phone, the threat of arrest, and the address on Hirmand Street. He then left for the location. Since then, his phones have reportedly been off, and his family and friends have not been able to reach him.

No government agency has said they are holding Javad. Authorities have not shared any information about when or where he might have been detained, which agency is responsible, the legal reasons for holding him, possible charges, his health, or whether he can contact a lawyer or his family.

If Javad is in state custody, not admitting his detention or allowing contact with others violates his rights and his family’s rights. If no agency is holding him, his disappearance after a threatening call should be treated as an urgent missing-person case with real risks to his safety.

Article 32 of Iran’s Constitution requires that arrests be carried out in accordance with the law. It mandates that the charges and reasons for arrest be communicated to the accused in writing without delay. Articles 48–51 of Iran’s Code of Criminal Procedure recognize a detainee’s rights to legal counsel, registration of the reason for custody with the local prosecutor, contact with family, and a medical examination.

Iran has also been a party to the International Covenant on Civil and Political Rights since 1975. Articles 9 and 19 prohibit arbitrary detention and protect freedom of expression, including artistic expression. Peaceful artistic or political expression cannot lawfully justify secret or arbitrary detention or the denial of fundamental due-process rights.

What We Ask For

  1. Immediately share where Javad Safaei is, who is holding him, when and why he was detained, any charges against him, and how he is doing physically and mentally.
  2. If he is being held only because of “Vatan” or any other peaceful artistic work, release him now and without any conditions.
  3. Until he is released, let him see his family, choose his own independent lawyer, have family visits, and get an independent medical check. Make sure he is safe from torture, mistreatment, threats, forced confessions, and questioning without a lawyer.
  4. The Tehran prosecutor should quickly and independently investigate the anonymous summons, the threat of arrest, and any possible secret detention, and share the results with the public. If no agency is holding him, the police should immediately start a missing-person and threat-to-life investigation and do everything needed to find him.

Every hour without real information makes us more worried about Javad Safaei’s life and safety. Authorities must stop staying silent, say where he is, and release him at once if he is being held for his peaceful artistic work.
