Subject of the Petition
Gross violations of human rights and international humanitarian law through repeated drone and missile attacks on the camps and headquarters of Iranian Kurdish parties in the Kurdistan Region of Iraq.
Description of the Incidents
According to documented evidence and reports from human rights sources, between March 4, 2026, and April 17, 2026, forces of Iran’s Islamic Revolutionary Guard Corps (IRGC), along with affiliated proxy groups, carried out a series of drone and missile attacks against the headquarters, camps, and facilities of Iranian Kurdish political parties in the Kurdistan Region of Iraq. Given the current regional tensions, there is a serious risk that these attacks may continue.
Clarification and Rejection of the Justifications Presented by the Perpetrators
Certain officials of the Islamic Revolutionary Guard Corps and affiliated institutions have attempted to justify these attacks by claiming that Kurdish political parties based in the Kurdistan Region were planning attacks against Iran or intended to interfere in the war involving Iran, Israel, and the United States.
However, according to official statements and public positions repeatedly issued by Iranian Kurdish political parties, these allegations have been firmly denied. These parties have consistently stated that they neither have nor intend to engage in military attacks or intervene in the conflict, and that their activities are political and organizational in nature.
Despite these clear and repeated declarations, the drone and missile attacks have not only continued, but they have also intensified over time, resulting in deaths and injuries among party members. This raises serious concerns about the use of vague security allegations as a pretext for attacks against targets that are civilian or non-aggressive.
The attacks took place in the provinces of Erbil and Sulaymaniyah, including the areas of Zargwez, Zargwezla, Bashiq, Surdash, Sidekan, Koya, Darreh Akoyan, and the Jezhnikan Camp.
In numerous cases, residential compounds and camps were directly targeted. Some attacks even continued during periods in which a ceasefire had reportedly been declared between the United States and Iran.

Legal Basis of the Petition
These actions constitute clear violations of fundamental principles of international humanitarian law and international human rights law, including:

Given the nature and repeated pattern of these attacks, these actions may constitute war crimes and, where the legal threshold is met, crimes against humanity falling within the jurisdiction of the International Criminal Court.
Demands
We, the undersigned, call for the following urgent actions:

The initiation of an independent, immediate, and impartial international investigation into these attacks

Identification and accountability of those who ordered and carried out these attacks

Immediate protective measures for civilians and camps in the Kurdistan Region

An immediate halt to cross-border drone and missile attacks

Compensation for the material and psychological damages suffered by victims and their families

Official registration and documentation of these cases within international accountability mechanisms
The continuation of these attacks within a short period and according to a clear operational pattern demonstrates a systematic campaign of cross-border violence against Iranian Kurdish parties in the Kurdistan Region of Iraq. Failure by the international community to respond risks effectively enabling the repetition and escalation of these violations.
