Petition for the Immediate Investigation of the Abduction of Baluch Children and for Transparent and Independent Accountability in the Brutal Killing of Baluch Child Mohammad Khaleqi

We, a group of Baluch citizens residing in Sistan and Baluchistan, submit this petition in response to a series of abductions and brutal killings of Baluch children in Chabahar, to ensure accountability, secure answers, and bring an end to these crimes.
In recent weeks and months, numerous documented reports have emerged of the abduction and killing of Baluch children in the city of Chabahar and its surrounding areas. These reports indicate that the safety of children is under serious threat, while the responsible authorities have so far failed to take effective, transparent, and preventive action.
According to these reports, Nima Baluchzehi, a 16-year-old high school student, was abducted on Saturday, December 27, 2025, while on his way to school on Khayyam Street in Chabahar, by unidentified individuals using a Peugeot 405 vehicle. This incident caused widespread concern among his family and the public, particularly as his family had reported no known disputes, threats, or circumstances that could explain a motive for the abduction. Nima Baluchzehi was eventually released after ten days in captivity and returned to his family.
Earlier, Ahmad Hashemzehi, a 13-year-old Baluch child, had also been abducted on the evening of December 24, 2025, in Chabahar, through the use of violence by unidentified individuals. He was likewise released after ten days.
Although the release of these two children has alleviated some immediate concerns, the recurrence of abductions within a short period points to a deeply troubling pattern of insecurity in Chabahar. It underscores the urgent need for immediate, transparent action by the authorities to ensure children's safety and hold accountable those responsible for these incidents.
In one of the most horrific cases, Mohammad Khaleqi, a 13-year-old Baluch child, was abducted on December 11, 2025, and later found dead. His throat had been slit, and his body had been burned. This shocking crime deeply wounded the public conscience and raised serious questions regarding public safety, the accountability of responsible institutions, and discriminatory treatment toward the lives of Baluch children.
The repetition of such incidents, combined with the absence of transparent and results-oriented communication, highlights the reality that the lives and safety of Baluch children are not being treated as a priority. The continuation of this situation places not only the families of victims, but the entire community, under conditions of fear, mistrust, and profound social harm.
Under domestic law and international obligations, including the Convention on the Rights of the Child, ensuring the safety of children, preventing crime, and conducting immediate, independent, and transparent investigations are non-negotiable duties. However, past cases indicate that delay, silence, and lack of accountability have become a deeply concerning pattern.
We, the Baluch people, call for the following immediate and concrete actions:

The immediate and transparent investigation of the abductions of Nima Baluchzehi and Ahmad Hashemzehi, with public disclosure of the findings.

The identification, arrest, and prosecution of those responsible for the brutal killing of Mohammad Khaleqi, without ambiguity and without impunity.

The initiation of independent and impartial investigations into the increase in abductions and killings of children in Chabahar.

Accountability from responsible authorities regarding failures in ensuring public safety.

The adoption of concrete protective measures for children, particularly along school routes and in high-risk neighborhoods.

An end to indifference and discriminatory treatment toward the lives and rights of Baluch children.
Continued silence and delay amount to the acceptance of the repetition of these crimes. The safety of children is a red line that cannot be crossed or justified. We demand truth, justice, and concrete action, and we will continue to pursue these demands until they are fulfilled.
