On the evening of January 28, 2023, an earthquake with a magnitude of 5.9 on the Richter scale shook Khoi city, one of the districts of West Azerbaijan province, and some nearby villages and caused a lot of damage. According to the officials, three Khoi residents have lost their lives, and more than eight hundred people have been injured. The number of wounded people exceeded the capacity of Khoy medical centers, and many of them went to Selmas, Urmia, and Tabriz cities.

According to the data of the National Meteorological Organization, the air temperature in these areas was below zero at the time of the earthquake, and it will continue to be the same with snowfall in the coming days.

In this situation, the lack of heating equipment such as warm clothes, cooking oil lamps, blankets, electric heaters, and facilities such as makeshift tents for temporary accommodation has made the situation more difficult for the earthquake victims. Every day, long lines of earthquake victims form in front of the governorate, Red Crescent building, and other government institutions of Khoi city. Not only did they not receive all the necessary equipment, but the police and uniformed forces insulted and sometimes beat them.

Mohammad Alimoradi, an Azerbaijani documentary maker, has mentioned the urgent need for conex boxes (large cargo containers) and heating, sanitary, and food items by publishing several reports on his personal Instagram page. Earthquake victims urgently need bread. Government bodies need to take immediate action. Relief is slow. The state media also publish misleading reports on the amount and manner of aiding the earthquake victims. On Monday, January 30, 2023, Kerem Kınık, the general secretary of the Turkish Red Crescent, tweeted that the Iranian Red Crescent refused to accept the help of its sister organization from Turkey. He also quoted his Iranian colleagues as giving news that is not true. He wrote, "Iranian Red Crescent has established 21 camps for 20,000 earthquake victims [in Khoi]" according to witnesses, this news is not accurate. Azhdar Talebi, one of the Crisis Management Organization headquarters officials, informed about "sending tents one drop at a time," adding that the officials "don't have a written plan for crisis management." Many families spend the night in their cars.

In the severe cold of Azerbaijan, several citizens have collected aid through virtual space and city communication, especially heaters, sanitary items, and food packages. But preparing a conex box for the temporary accommodation of earthquake victims from the sub-zero cold and snowy weather is not something that civil society and ordinary people can afford. The aftershocks continue, and the earthquake-affected citizens cannot return to their cracked houses. We ask the government and authorities of West Azerbaijan to act as soon as possible and prepare conex boxes and other necessary equipment so that the earthquake victims do not suffer more damage and are safe from possible diseases.
