We address the citizens of Iran, the international community, and all who hear the voices of its people. We declare clearly and unequivocally that the shutdown of the internet in Iran, at one of the most critical moments in our country’s history, constitutes a crime against humanity.
At a time when the people of Iran face the threats of war, bombardment, death, and state repression, the government of the Islamic Republic of Iran has deliberately cut off internet access, depriving them of their most basic human rights: the right to know, the right to speak out, and the right to survive.
Why This Petition Is Written
Iran has faced recurring shutdowns, including the five-day nationwide blackout in November 2019, the 2022 protests after Jina Mahsa Amini's death, the violent crackdowns of January 2026, and now during the ongoing war. Each time, the Islamic Republic has imposed total blackouts, making communication and access to information impossible.
When fighter jets sweep across the skies, when missiles are launched, when repression unfolds in the streets, when waves of arrests and executions on charges of “collaboration with the enemy” intensify, people need the internet to know where to seek shelter, to locate their loved ones, to organize relief, and to tell the world what is happening. Cutting off the internet in such moments is, for many, a death sentence.
What Internet Shutdowns Destroy

Lives: People cannot report danger, call for help, or find safe routes.

Truth: Journalists and eyewitnesses cannot share images, videos, or reports.

Connection: Families separated from one another cannot reconnect.

Justice: Evidence of state crimes is erased, and perpetrators remain hidden in darkness.

Freedom: The voice of protest is silenced at the very moment it must be heard most loudly.
Our Demands
To those reading who are members of the international community, the United Nations, human rights organizations, and all free governments, we call on you to:

Condemn internet shutdowns in Iran as a clear violation of human rights and a crime against the people.

Apply diplomatic pressure on the Islamic Republic to immediately restore free and open internet access.

Provide technical means to bypass censorship, including VPN services and satellite-based communication tools, to the people of Iran.

Initiate international investigations into the Iranian government’s use of internet shutdowns as a tool to conceal crimes.
Shutting off the internet during war and repression is a weapon used against defenseless people. This crime must end now.
