Granting temporary leave to prisoners is not a discretionary privilege but a legal and human right. This right is explicitly recognized in the regulations of the Prisons and Security and Correctional Measures Organization (a body under the Judiciary tasked with oversight of prisons and prisoners), as well as in international human rights instruments. Nevertheless, recent experience shows that this right is systematically denied to political prisoners—particularly Azerbaijani Turk activists.
Among those held in Evin Prison since February 5, 2024, without being granted leave or adequate medical care, are:

Such denial of rights stands in direct violation of Articles 22 and 39 of the Constitution of Iran, the regulations of the Prisons Organization, and Iran’s international obligations under the International Covenant on Civil and Political Rights and the United Nations Standard Minimum Rules for the Treatment of Prisoners (the “Nelson Mandela Rules”).
Our Demands:

Immediate granting of legal leave to all Azerbaijani Turk political prisoners detained in Evin Prison;

Complete and timely access to adequate medical care for these prisoners;

Binding enforcement of prison regulations by judicial and security bodies;
-
An end to discriminatory practices in the implementation of prisoners’ legal rights.
This petition is endorsed and supported by the Azerbaijan Human Rights Organization in Iran (Ahraz), along with a group of citizens, families of prisoners, and civil society activists.
