We, a group of Baluch citizens, speaking on behalf of the families and travelers who have recently been subjected to discriminatory and degrading treatment, submit this petition for the following reasons:

Shahin Shahr Incident (July 29, 2025): A Baluch family was denied entry to the Shahin Shahr Tourism Complex in Isfahan solely on the basis of their Baluch identity. Officials at the facility explicitly stated: “You are not allowed to enter because you are Baluch.” This conduct is in clear violation of the Constitution and constitutes blatant ethnic discrimination.

Qatruiyeh Checkpoint Incident (August 17, 2025): Security officers at the Qatruiyeh checkpoint in Fars Province subjected Baluch travelers, particularly women, to prolonged detention, verbal abuse, and physical assault. Women were beaten and insulted, their dignity degraded, and their most basic rights as citizens violated.
According to Articles 19, 20, and 22 of the Constitution of the Islamic Republic of Iran, as well as the criminal laws in force, all citizens, regardless of ethnicity or religion, are equal before the law, and any attack on the dignity and rights of individuals is strictly prohibited.
Our Demands

Accountability: Identification and legal prosecution of the officials and officers responsible for these discriminatory acts.

Prevention: Binding obligations on executive and law-enforcement agencies to uphold citizenship rights and prevent the recurrence of such abuses.

Reparation: Compensation for the material and moral damages suffered by the affected families and travelers.

Structural Reform: Effective oversight and training of personnel at public facilities and checkpoints to ensure respect for the rights of all ethnic communities in Iran.
The discriminatory conduct inflicted upon Baluch citizens in these two recent incidents, representative of a much broader pattern documented in both official and unofficial reports, not only contravenes the Constitution but also violates fundamental principles of human dignity and social justice.
We therefore call upon the relevant authorities to take immediate and decisive action to investigate these violations, secure redress for the victims, and ensure the enforcement of justice.
