Petition Condemning the Massacre in Goonich and the Escalating State Violence Against Baluch Women in Iran

We, the undersigned, strongly condemn the brutal military raid carried out by the Islamic Republic of Iran’s armed forces on the village of Goonich, in Khash County, Sistan and Baluchistan Province, in the early hours of July 1, 2025.

Carried out under the pretext of pursuing “security suspects,” the assault targeted a residential area with no armed presence and no immediate threat. The only individuals present were unarmed women, whose homes came under direct gunfire. This unprovoked attack marks one of the most egregious acts of state violence against Baluch women in recent years.

Among the casualties:

  • Khanbibi Bamari was shot and killed;
  • Reyhaneh Bamari, a pregnant woman, lost her unborn child due to injuries;
  • Lali Bamari died after three days in intensive care;
  • Dozens of other women were seriously wounded.

This incident signals a disturbing intensification of state violence in Baluchistan. The use of military-grade weapons against unarmed women in residential areas, without warning, has effectively become normalized.

And this was not an isolated case. Just last month, Hosniyeh Kalkali, a Baluch schoolteacher and mother of four, was fatally shot by security forces in an urban area. Her killing, too, passed without judicial inquiry, official explanation, or any acknowledgment from the authorities.

We stress that such acts constitute clear violations of human rights, international law, and Iran’s legal obligations to its citizens.

Despite the formation of a new cabinet under President Masoud Pezeshkian—who campaigned on promises of “national reconciliation” and improved security—the reality in Baluchistan remains unchanged. On the contrary, state repression has deepened, and military violence against civilians, especially women, has worsened.

We call upon international human rights organizations, the United Nations, the UN Special Rapporteur on the situation of human rights in Iran, and all people of conscience to:

  1. Publicly condemn the massacre in Goonich;
  2. Demand the immediate creation of an independent international fact-finding mission to investigate the incident;
  3. Pressure the Iranian government to hold those responsible accountable and to end the culture of impunity;
  4. Stand in solidarity with the Baluch women and the families of the victims, offering political, legal, and media support.

The use of military force against women and children in their homes is not only a crime against civilians—it is a crime against humanity.
