

Petition for Waiving the Requirement of Presenting Iranian Medical Graduation Documents in Western Countries

As an Iranian physician, I wish to highlight the challenging working conditions and barriers to continuing medical education in the Islamic Republic of Iran. These challenges predominantly stem from the policies governing the education and certification processes in the country. Due to these unfavorable conditions, many doctors, including highly specialized and experienced ones, choose to migrate abroad annually.
One of the critical issues is the financial burden imposed on physicians. This burden encompasses not just the heavy work shifts, the strenuous and often demeaning process of specialization, and the disproportionate salaries, but also the exorbitant costs associated with the issuance of medical degrees. Young doctors cannot bear these financial demands, which increasingly resemble a form of professional hostage-taking.
To curb the exodus of medical talent, the Iranian government enacted a law requiring medical graduates, including those in dentistry and nursing, to pay substantial sums to the state treasury for the release and clearance of their degrees. Initially modest, these fees have escalated dramatically, reaching 100 million Tomans per academic year, culminating in a total cost of at least 1 billion Tomans, equivalent to approximately 20 thousand dollars, for a complete medical degree. Efforts by physicians to engage the government and the Ministry of Health to reduce these costs have, regrettably, been unsuccessful.
Consequently, this petition proposes a solution: Western countries, namely those in Europe, the United States, and Canada, should consider waiving the requirement for Iranian medical graduates to present their degree certificates. Instead, these graduates could demonstrate their competence through examinations and, if deemed necessary, complete a one- to two-year internship before qualifying for employment. This approach could potentially prompt a reevaluation of current Iranian policies regarding the financial obligations tied to medical degree certification.
Therefore, we are gathering support from Iranian doctors, their allies, and the signatories of this petition to request medical institutions in Europe, Canada, and the United States to temporarily suspend the prerequisite of presenting medical degrees for Iranian physicians. This waiver would serve as a crucial lifeline for Iranian medical professionals seeking opportunities abroad and a significant step toward encouraging positive policy changes within Iran.
