Child Abuse in Mashhad School of Football

Sexual assault on children is a crime in many countries subject to a zero-tolerance policy. This policy means that cases that in the past only attracted social condemnation now face a firm response from the law.

In Iran, according to Article 10 of the Law on Protection of Children and Adolescents, approved in 2020, sexual harassment or abuse is criminalized, and its examples and penalties are stated in 9 clauses. It is noteworthy that these crimes have both a personal and a public aspect; therefore, the prosecutor must pursue them independently. However, the Mashhad football school incident, the exact dimensions of which should be determined after further legal proceedings, has drawn society's attention to child abuse as a multifaceted phenomenon that has various cultural, social, economic, and legal dimensions. This incident shows us that confronting sexual assault on children is a collective responsibility. Governmental and non-governmental institutions and all citizens should be diligent in solving it.

Along with judicial support and social work, education and supervision are two fundamental pillars of preventing child abuse. According to the innovations of the 2020 Child and Adolescent Protection Law, according to Clause (چ) of Article 6, the Ministry of Education has, for the first time, been required to teach children's rights to administrators and academic and administrative staff. Of course, one of the critical foundations of this training should be to recognize, identify and not remain silent and speak out loud about child abuse cases.

According to paragraph (ح) of the same law, the state media should direct their media policy to education and cultural development regarding children's rights. In addition to these cases, the legislator has "obliged" all citizens to report child abuse cases and has even set penalties for disobeying this in Article 17.

All these cases make it clear that under no circumstances should any official be afraid of raising the voice of child abuse in society, but within the limits of their duties, firstly, they should focus all their efforts on reducing the harm and supporting the victims, and on the other hand, by examining the grounds for the formation of this crime, to prevent it, primarily through education, informing and strengthening of standard supervision with the standards of children's rights, put effective measures on the agenda.
