صدای «دادخواست» در پارلمان اروپا شنیده شد: مجازات اعدام را لغو کنید!
روز ۱۷ فوریه ۲۰۲۲ (۲۸ بهمن ۱۴۰۰) پارلمان اروپا قطعنامه‌ی تازه‌ای درباره‌ی مجازات اعدام در ایران منتشر کرد که در آن صدای ما به عنوان یک پلتفرم شهروندی انعکاس یافته است. پارلمان اروپا صدای ما را بدان جهت منعکس کرد که نشان دهد نسبت به دادخواهی‌های مردم عادی در کشور ما حساس است و برای پایگاه‌هایی که از طریق آنها شهروندان ایرانی خود مستقیماً و بدون واسطه دادخواست‌های خویش را مطرح می‌کنند اهمیت ویژه قائل است. در این قطعنامه آمده است که،
«پارلمان اروپا این [واقعیت] را برجسته می‌کند که شهروندان ایران، از طریق محمل‌هایی که خود ابتکار آنها را به عهده دارند، به‌طور پیگیر خواسته‌اند که مجازات اعدام لغو شود، طلب کرده‌اند که اعدام برای سرکوب مدافعان حقوق بشر پایان یابد، و استفاده بی‌رویه از اعدام علیه اقلیت‌ها متوقف گردد؛ پارلمان اروپا از جامعه‌ی مدنی ایران و اقدامات صلح‌آمیز آن به نفع حقوق بشر حمایت می‌کند.»
علاوه بر قطعنامه، سه تن از اعضای پارلمان اروپا هریک جداگانه به فاجعه‌ی مجازات اعدام در ایران پرداختند. هر سه به طور اخص به اهمیت دادخواست‌نویسی به دست شهروندان ایرانی اشاره داشتند.
ایگناتسیو کورائو (Ignazio Corrao) عضو گروهبندی «سبزها/اتحاد آزاد اروپا» (Greens/EFA) در بخشی از سخنرانی خود در پارلمان اروپا بر این نکته انگشت گذاشت که برای لغو مجازات اعدام باید دادخواست‌های خود شهروندان ایرانی را شاهد گرفت. او گفت:
«ما عمیقاً نسبت به استفادهی روزافزون از مجازات اعدام علیه اعتراض‌کنندگان، مدافعان حقوق بشر، و ناراضیان و همچنین اقلیت‌های اتنیکی و دینی نگران هستیم. . . برای اینکه تصور نشود این یک نگرانی از خارج است، توجه شما را جلب می‌کنم به طرح مشترک پارلمان و پیشنهادی که در آن آمده: اقداماتی که به ابتکار خود شهروندان صورت می‌گیرد به رسمیت شناخته شوند، نظیر نوشتن دادخواست‌هایی که خواهان لغو مجازات اعدام و استفادهی بی‌رویه از این مجازات علیه اقلیت‌ها و زنان است. . . ایران همچنین از معدود کشورهای جهان است که افراد زیر سن قانونی و مجرمان نوجوان را برخلاف قوانین بین‌المللی اعدام می‌کند. . . به نظر می‌رسد سیاست رسمی دولت بر اساس ارعاب، پیگرد قانونی، یا ساکت کردن افرادی است که خواهان پاسخگویی، عدالت وحقیقت هستند، این افراد یا خود قربانی این سیاست هستند یا خویشاوندان آنها، وکیل‌های آنها، مدافعان حقوق بشر یا سازمان‌های آنها مشمول این سیاست می‌شوند. . . صدای شهروندان ایرانی وحشیانه به دست رژیم خاموش می‌شود ولی باز هم این شهروندان با این ابتکارهای خودانگیخته خواست خود را برای پایان دادن به اعدام اعلام می‌کنند. به همین دلیل، رژیم نمی‌تواند ادعا کند تقاضای لغو مجازات اعدام فقط خارج از ایران مطرح است. این خود شهروندان ایران هستند که می‌خواهند اعدام پایان یابد. از همین روست که اتحادیه اروپا و جامعه‌ی بین‌المللی باید با اقدامی فوری اجازه دهند صدای مردم ایران شنیده شود، و دست از سیاستی بردارند که برای چند دهه اجازه داده ناقضان حقوق بشر در ایران به کارشان ادامه دهند.»
در همین راستا، آقای الهان کوچوک (Ilhan Kyuchyuk) عضو دیگر پارلمان اروپا در یک توییت به طور مشخص به پلتفرم «دادخواست» اشاره کرد و نوشت:
«من از قطعنامه‌ی اتحادیه اروپا راجع به [مجازات اعدام در] ایران استقبال می‌کنم. من مشوق تلاش شهروندان در دادخواست‌نویسی هستم نظیر پلتفرم دادخواست (هشتگ پلتفرم دادخواست) که در آن شهروندان ایرانی خواستار لغو مجازات اعدام در ایران هستند.»
آقای فابیو ماسیمو کاستالدو (Fabio Massimo Castaldo)، عضو دیگر پارلمان اروپا نیز در یک توییت مشخصاً به پلتفرم «دادخواست» رجوع داد و نوشت:
«امروز پارلمان اروپا با صدور قطعنامه‌ای به مجازات اعدام در ایران پرداخت، مجازاتی که به وسیله‌ی دولت همچون ابزار مهمی برای سرکوب به کار می‌رود. ما در کنار شهروندان ایران می‌ایستیم و خواهان پایان دادن به مجازات اعدام هستیم. (هشتگ پلتفرم دادخواست و دیگر هشتگ‌ها).»
مایه خوشوقتی و قوت قلب است که صدای شهروندان ایران از طریق پلتفرمهای شهروندی نظیر «دادخواست» از سوی بالاترین مراجع سیاسی بین‌المللی شنیده می‌شود و از سکوهای رسمی بین‌المللی و از طریق قطع‌نامه‌هایی که در تاریخ ثبت خواهد شد به گوش جهانیان می‌رسد. امید می‌رود تجمع این صداها و فشارهای هرچه بیشتر شهروندان ما باعث شود که ماشین اعدام جمهوری اسلامی سرانجام از حرکت باز ایستد.

European Parliament Heard Our Plea: Abolish the Death Penalty!
On February 17, 2022, the European Parliament issued a new resolution on the death penalty in Iran, which reflects our voice as a citizen-led platform. The EP reflected our voice to show that it is sensitive to the pleas of ordinary people in our country and pays special attention to the initiatives through which Iranian citizens file their petitions directly and without intermediaries. The resolution states,
[EU]Highlights that citizens of Iran, through citizen-led initiatives, are consistently calling for the abolition of the death penalty and for an end to its use against human rights defenders and its disproportionate use against minorities; supports Iranian civil society and its peaceful efforts in pursuit of human rights; (https://unpo.org/downloads/2745.pdf)
In addition to the resolution, three EU members dealt separately with the tragedy of the death penalty in Iran. All three specifically mentioned the importance of petitioning by Iranian citizens.
In a speech to the European Parliament, Ignazio Corrao, a Greens / Free Alliance (EFA) member, pointed out that Iranian citizens’ petitions are of primary importance when calling to abolish the death penalty. He said:
“We are all deeply alarmed by the increasing use of the death penalty against protesters, human rights defenders and dissidents but also ethnic and religious minorities.”
”In order not to seem only an external concern, I want to highlight the proposal in the joint motion that recognizes citizen-led initiatives in Iran, such as petitions calling for an end to the death penalty and its disproportionate use against minorities and women.”
”Iran is also one of the few countries in the world that executes minors and juvenile offenders in clear violations of international law.”
”There appears to be a state policy of intimidating, prosecuting, or silencing those who call for accountability, justice and truth, whether they are victims themselves, relatives, human rights defenders, lawyers or organizations.”
”The voices of Iranian citizens are brutally silenced by the regime and yet these initiatives show that Iranian citizens want the death penalty practices to end.
Because of this, the regime cannot claim that the demand to end the death penalty is only coming from outside Iran.
“Its own citizens want it to end. This is why the EU and the International community need to take urgent actions as to let the voice of the Iranian people heard and stop decades of impunity of those who are involved in human rights abuses.”
In a tweet, Ilhan Kyuchyuk (Renew party), another member of the European Parliament, expressly referred to the Daadkhast platform and wrote:
I welcome the @Europarl_EN resolution on #Iran. I encourage the citizen-led petitioning efforts such as @Daadkhast by Iranian citizens that call for the overturning of the #deathpenalty in Iran. @UNPOintl (https://twitter.com/ilhankyuchyuk/status/1494257274319257603)
Fabio Massimo Castaldo, another member of the European Parliament and former Vice-President of Human Rights at the EP, also referred to the Daadkhast platform in a tweet and wrote:

We are glad that through citizen-led platforms such as Daadkhast, the international community could hear the voices of Iranian citizens and reflect these voices in resolutions that are noticed globally. We hope that the accumulation of these voices and the increasing pressure of the international community will cause the execution machine of the Islamic Republic to finally stop in its tracks.
